Say no to gambling and you strike at funding for schools, state parks, programs that serve the elderly and more. Revenues and taxes from lotteries, casinos and racing tracks fund a myriad of popular programs. But critics counter that the real odds for public benefit are no better than in Vegas. They point to boardwalk casinos in Atlantic City that enrich owners with seemingly little impact on that city’s deepening urban blight. Lotteries, they say, are no more than a regressive tax on the poor and encourage unhealthy and destabilizing addiction. Some gambling opponents have threatened lawsuits, similar to the tobacco litigation, to hold the gaming industry accountable for the societal impact. Is the industry simply working the free market or getting a free ride?

Frank J. Fahrenkopf, Jr. is President and CEO of the American Gaming Association (AGA). Mr. Fahrenkopf is the national advocate for the commercial casino industry and is responsible for positioning the association to address regulatory, political, and educational issues affecting the industry.A lawyer by profession, Fahrenkopf served as chairman of the Republican Party from 1983 to 1989. He presently is co-chairman of the Commission on Presidential Debates, which conducts the general election presidential and vice presidential debates in presidential election years. He is a board member of the International Republican Institute (IRI), which he founded in 1984. Prior to joining the AGA, Fahrenkopf was a partner in the Washington, D.C. office of Hogan & Hartson.

Reverend Tom Grey is the Executive director of the National Coalition Against Legalized Gambling (NCALG) and the National Coalition Against Gambling Expansion NCAGE. The NCALG has educated the public about the negative consequences of gambling since 1994, and aims to curtail the expansion of gambling in many local and state referenda and state legislatures across the country.The NCAGE is a coalition of action oriented people and political action committees who have come together to fight gambling expansion in every state and locality.Tom is a Methodist minister and was previously a commander with the US Army.
